Replacing an old stair renovation — what are the options?

Many homes have a stair renovation that is already years old. Worn laminate, a frayed stair runner or discoloured PVC. The question is then: do you remove it first, or can you simply renovate over it?
When can you renovate over the old finish?
In many cases it is possible to place a new finish directly over the existing renovation — provided the following conditions apply.
1. The existing finish is still firmly attached
If the old treads are well bonded and do not come loose, and do not sound full or hollow when tapped, renovating over them is possible.
2. The build-up height allows it
An extra layer of material increases the build-up height of the tread. With a 4.3 mm system such as recycled natural stone composite the addition is minimal. With thicker laminate or multiple layers the build-up height can become a problem.
3. The surface is flat and stable
Unevenness in the underlayer carries through into the end result. Good levelling is then needed.
When must the old renovation be removed?
Removal is necessary when the existing finish is loose, bulging or no longer bonded; when the build-up height is already too high for an extra layer; when there is moisture damage or rot beneath the finish; or when the underlying tread is insufficiently flat or stable. What if there are several layers on the staircase?
Some staircases have received several renovation layers over the years. That can be a problem for the build-up height and for the bonding of a new layer. In those cases it is wise to remove all old layers before a new renovation is carried out.
How thin is recycled natural stone composite?
The tread elements of recycled natural stone composite are just 4.3 mm thick. That is thinner than most existing renovation systems. In many cases this system fits directly over the existing finish without the build-up height becoming a problem.
